AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, AS ~4ENDED, BY ~4ENDING SECTIONS 6-24, 6-42, <br />6-43, 6-44, AND 6-47 THEREOF, PERTAINING TO BUILDINGS. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That Section 6-24 of the Code of the City of <br />Portsmouth, Virginia', 1973, be amended and reordained <br />read as follows: <br /> <br />to <br /> <br />Section 6-24. Administration and enforcement of article. <br /> <br /> The provisions of this article shall be administered <br />and enforced as set forth in Section 1-8 of the Uniform <br />Statewide Building Code and, in addition, shall be <br />administered and enforced by the Director of Housing <br />Services and Community Development or his designee. <br /> <br /> 2. That Sections 6-42, 6-43, 6-44, and 6-47 of the <br />Code of the City of Portsmouth, Virginia, 1973, be amended <br />and reordained to read as follows: <br /> <br />Section 6-42. Closure required- care of structure and <br /> premises. <br /> <br /> ao The owner of any building shall, whenever the same <br />is or becomes vacant or unoccupied, remove therefrom all <br />paper or other combustible waste material accumulated <br />therein, and shall securely close and lock and thereafter <br />keep closed and locked all doors, windows and other openings <br />into such building so long as it shall remain vacant or <br />unoccupied. The owner shall also maintain the building and <br />premises in a clean, sanitary and safe condition so as not <br />to constitute a nuisance. <br /> <br /> b. Foundations, walls, chimneys, flues, roofs, <br />awnings, marquees, accessory structures, porches, balconies, <br />stairs, landings, fire escapes, and railings shall be kept <br />by the owner of the premises structually sound and free from <br />defects and damage and maintained in accord with the <br />construction and repair standards of the Building Code. <br /> <br /> c. The exterior of every structure or accessory <br />structure shall be kept in good repair and kept painted <br />where necessary for the purposes of preservation and <br />appearance. All surfaces shall be maintained free of broken <br />glass, loose shingles, crumbling stone or brick, excessively <br />peeling paint or other condition reflective of deterioration <br />or inadequate maintenance.
