47 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION <br />WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION, U. S. DEPARTMENT <br />OF COM~MERCE, UNITED STATES OF AMERICA, FOR A GRANT UNDER THE <br />TERMS OF PUBLIC LAW 89-136, AS AMENDED. <br /> <br /> WHEREAS, under the terms of Public Law 89-136, as amended, <br />the United States of America has authorized the making of grants <br />to public bodies and private non-profit organizations or <br />associations to aid in financing the construction of specific <br />projects; and <br /> <br /> ~q~EREAS, the City of Portsmouth is eligible to submit a <br />grant application to the Economic Development Administration <br />pursuant to the regulations governing the administration and <br />use of such funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action regarding this application for a public works project, <br />to comply with the regulations of the Economic Development <br />Administration; and <br /> <br /> WHEREAS, this public works project will extend sewer, <br />water and utility lines to service an industrial development <br />area in Pinners Point; and <br /> <br /> WHEREAS, City Council will appropriate when necessary <br />for grant receipt local funds up to but not exceeding $414,808 <br />as local match and that City Council will be prepared to direct <br />the City Manager and the Director of Finance to provide interim <br />financing, should federal funds not be available on a timely <br />basis in order to meet current obligations. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the application for the Pinners <br />Point Public Works Project, having been reviewed and considered, <br />the City Manager is hereby authorized to execute and file an <br />application on behalf of the City of Portsmouth, Virginia, <br />with the Economic Development Administration, U. S. Department <br />of ComMerce, for a grant to aid in financing the construction <br />of sewer, water and utility lines in Pinners Point. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby <br />authorized and directed to furnish such information as the <br />Ecnonmic Development Administration, U. S. Department of Commerce, <br />may reasonably request in connection with the application which is <br />herein authorized to be filed, and further is authorized to <br />accept any offer of grant which may be tendered by the Economic <br />Development Administration, U. S. Department of Commerce. <br /> <br /> <br />
