3 A RESOLUTION EXTENDING CONGRATULATIONS OF THE COUNCIL~D CITIZENS OF THE CITY OF PORTSMOUTH TO THE COUNCIL AND CITIZENS OF THE CITY. 0F SUFFOLK ON THE OCCASION ~LAP~KING THE 10TH A~NNI- YE~SARY OF THE CONSOLIDATED CITY OF SUFFOLK. WHEREAS, the consolidated City of Suffolk was established in January 1974 by the merging of the City of Nansemond (formerly the County of Nansemond and the to~ns of Holland and Wha!eyville) and the City of Suffolk; and WHEREAS, the City of Portsmouth and the areas now con- stituting the City of SuffOlk have, since colonial times, been geographically, culturally and commercially related . while still developing an individual sense of community pride; and SfHEREAS, the joint efforts of neighboring cities, as exemplified by.the mutually agreed to Comprehensive Water Agreement of 1982, are necessary in order to imorove the quality of life for the citizens of both cities; and WHEREAS, the Council of the City of Portsmouth recognizes the efforts of the Council and the citizens of the City of Suffolk to improve the quality of life within their city and thus have a positive impact on its neighboring cities and the region as a whole. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that this Council, on behalf of the citizens of the City of Portsmouth, extend to the Council of the City of Suffolk and the citizens of that City their congratulations on the occasion marking the 10th anniversary of the establishment of the consolidated City of Suffolk. BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the Council of this City, and that a copy thereof be presented on behalf of the City of Portsmouth to the Council of the City of Suffolk.
