A RESOLUTION AUTHORIZING THE CITY MA~NAGER TO FILE AN APPLICATION <br />TO THE COMMISSION OF OUTDOOR RECREATION FOR LAND AND WATER <br />CONSERVATION FUNDS FOR THE REDEVELOP~IENT OF CITY PARK. <br /> <br /> ~EREAS~ the Virginia Commission of Outdoor Recreation <br />provides funds to assist political subdivisions of the Common- <br />wealth of Virginia in acquiring and developing open space and <br />park lands; and <br /> <br /> ~EREAS, the City of Portsmouth is eligible to submit a <br />grant application to the Commission of Outdoor Recreation for <br />land and water conservation funds for the redevelopment of <br />City Park; and <br /> <br /> W~EREAS, there are urgent needs within the City to develop <br />park land, and City Park is deemed of high development priority <br />by the City Council; and <br /> <br /> WI~Ei{EAS, in orderto attain funding assistance from the <br />Virginia Commission of Outdoor Recreation, it is necessary that <br />tSe Cfty CounciI guarantee a proportionate share of the cost <br />thereof, and that the project is to be funded fifty percent <br />(50%) by the Virginia Commission of Outdoor Recreation and fifty <br />percent (50%) by the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth that the Council does hereby endorse %he appli- <br />cation to be submitted to the Commission of Outdoor Recreation <br />for Land and Water Conservation Funds for the redevelopment of <br />City Park and gives its assurances that the funds needed as the <br />proportionate share of the cost of the approved project will be <br />provided up to Two Hundred Twenty Five Thousand ($225,000) Dollars, <br />and that the general provisions of the Land and Water Conservation <br />Fund and the Virginia Outdoors Fund Fiscal Procedures as well as <br />all other applicable state and federal regulations governing such <br />expenditures of funds will be complied with in the administration <br />of this project. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he <br />hereby is, authorized to file said application for the grant <br />certifying compliance by the City of Portsmouth with the appro- <br />priate regulations governing the administration and use of funds. <br /> <br /> BE IT FURTHER RESOLVED that the National Park Service, the <br />United States Department of Interior, and the Virginia Commission <br />of Outdoor Recreation is respectfully requested to assist in the <br />prompt approval and funding of this project in order to enhance <br />the standard of recreational enjoyment of all our citizenry. <br /> <br /> <br />
