130 <br /> <br />A RESOLUTION APPROVi~G~H~ 1985 COMMUNITY DEVELOPMENT PROGRAM <br />OF THE CITY OF PORTSMOUTH, AUTHORIZING THE CITY MANAGER TO <br />FILE DOCUMENTS REQUIRED TO QBTAIN THE CITY'S 1~85 COMMUNITY <br />DEVELOPMENT BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, under the Ho~s~g and Community Development <br />Act of 1974, as amended, ~ihan'cial assistance is provided to <br />localities for undertaking and carrying out development <br />activities; and <br /> <br /> WHEREAS, the required public hearing has been held and <br />the City Council has reviewed the P~oposed 1985 Community <br />D~velopment Program's Statement of Objectives, and Use of <br />Funds; and <br /> <br /> WHEREAS, .it is n~essary that this Council take' official <br />'action regarding this Program to comply with the regulations <br />of aforementioned Act; and <br /> <br /> WHEREAS, this Council zs aware of the federal regulations <br />governing the undertaking and carrying out of activities under <br />the'Housing and Community Development Program; and <br /> <br /> WHEREAS, this Council, on behalf of the City of Portsmouth, <br />possesses the legal authority to apply for a.grant and execute <br />the proposed Program under the provisions of the aforementioned <br />Act; and <br /> <br /> WHEREAS, this Council. recognizes its responsibility tO <br />direct that safeguards be established to protect employees' <br />from using their position for a purpose that give~ the appear- <br />ance of being motivated by a desire for private gain for <br />themselves or others, particularly t~ose with whom they have <br />family, business or other ties; and <br /> <br /> K~EREAS, this Council has found said 1985 Community Develop- <br />ment Program's Proposed Statement of Objectives and Use of Funds <br />and Uniform Displacement Policy appropriate to meet the needs <br />of the City and, therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the'City <br />of Portsmouth,~Virglnia, that the 1985 Community Development <br />Program's Proposed Statement of Objectives and Use'of Funds and <br />Uniform Displacement Policy having been reviewed and considered, <br />be and hereby are~ approved in all respects and the City Manager <br />is hereby authorized to file the Final Statement of Objectives <br />and Use of Funds and any additional information as may be <br />required w±th the Department of Housing and Urban Development <br />zn order to obtain the 1985 Block Grant; and <br /> <br /> <br />
