115 <br /> <br />A RESOLUTION ESTABLISHING THE SERIOUS HABITUAL OFFENDER DRUG <br />INVOLVED PROGRAM (SHO/DI) COMMTTEE. <br /> <br /> WHEREAS, in May of 1983, the City of Portsmouth was one <br />of five cities selected nationwide to receive funding from <br />the United States Justice Department to conduct the first <br />phase of a test program called the Serious Habitual Offender/ <br />Drug Involved Program (SHO/DI); and <br /> <br /> WHEREAS, the SHO/DI Program is administered by the Police <br />Department and is designed to focus on the juvenile habitual <br />offender and the problems of drug selling, drug abuse and <br />drug related crimes; and <br /> <br /> WHEREAS, a local adult advisory conumittee for the SHO/DI <br />Program is deemed, by this Council, to be beneficial to achieve <br />the benefits of the program which will include the reduction <br />of juvenile serious crime and drug related problems. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth h~reby establishes the SHO/DI Committee for <br />assisting and obtaining coraraunity support and developing a <br />viable program, to be submitted to the City Council, which will <br />provide suggested guidelines for combating drug use, drug abuse, <br />and serious crime in the juvenile community. <br /> <br /> BE IT FURTHER RESOLVED that the Committee shall consist <br />of seven (7) met&bets who shall be citizens of the City and <br />shall be appointed by the City Council.
