108 <br /> <br />A RESOLUTION ENDORSING A PUBLIC FORUM ON THE PROPOSED ST. <br />JULIEN'S CREEK ANNEX HAZADOUS WASTE STORAGE FACILITY AND <br />REAFFIRMING OF THE REQUEST THAT A FULL ENVIRONMENTAL I~ACT <br />STATEMENT BE PREPARED. <br /> <br /> WHEREAS, this Council, by adoption of a Resolution on <br />July 24, 1984, requested that the Defense Logistics Agency <br />and the United States Navy prepare a full environmental im- <br />pact statement on the proposed St. Julien's Creek Annex <br />Hazadous Waste Storage Facility; and <br /> <br /> WHEREAS, said environmental impact statement for %he <br />prcposed project has not been prepared; and <br /> <br /> WHEREAS, many issues pertaining to the proposed facility <br />have not been adequately addressed such as movement of <br />materials to and from the facility, air quality control <br />impacts on adjacent residential areas, potential groundwater <br />contamination, emergency fire protection, and the potential <br />impact upon the City of Portsmouth's sewage treatment system; <br />and <br /> <br /> WHEREAS, representatives of the cities of Chesapeake, <br />Norfolk, Portsmouth, and Virginia Beach, operating through <br />the Southeastern Virginia Planning District Commission, have <br />reviewed the proposal and found ~hat a number of significant <br />environmental i~pacts can be expected as a result of the <br />project's iraplementation; and <br /> <br /> WHEREAS, the Council of the City of Chesapeake, Virginia, <br />has expressed its concern with the proposed project; and <br /> <br /> WHEREAS, despite the questions raised, the Defense <br />Logistics Agency and %he United States Navy have been vague <br />and unresponsive and have provided little information for <br />the public concerning the proposed facility. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth endorses a joint public forum to be <br />sponsored by the City Council"s of Portsmouth and Chesapeake <br />to advance understanding of the proposed project, and to <br />substantiate further the need for an environmental impact <br />statement, such forum to provide questiorLing of appropriate <br />officials of the Defense Logistics Agency and the United <br />States Navy by panelist having knowledge of the subject and <br />to further allow questioning by the general public. <br /> <br /> <br />
