4 <br /> <br />A RESOLUTION REQUESTING THAT THE DEFENSE LOGISTICS AGENCY <br />AND THE UNITED STATES NAVY PREPARE A FULL ENVIRONMENTAL <br />IMPACT STATEMENT ON THE PROPOSED ST. JULIEN'S CREEK ANNEX <br />HAZARDOUS WASTE STORAGE FACILITY. <br /> <br /> WHEREAS, the Defense Logistics Agency (DLA) and the <br />United States Navy (Navy) are proposing to develop a hazardous <br />waste storage facility at the St. Julien's Creek Annex; and <br /> <br /> WHEREAS, the DLA and the Navy have completed an Environ- <br />mental Assessment of the proposed project contending that <br />such project will not have a significant environmental impact <br />and that a f~ll Environmental Impact Statement is not necessary; <br />and <br /> <br /> WF~EREAS, representatives of the c~ties of Chesapeake, <br />Norfolk, Portsmouth and Virginia Beach, operating through the <br />Southeastern Virginia Planning District Commission, have re- <br />viewed the proposal and found that a number of significant <br />enviror~mental impacts can be expected as a result of the project's <br />implementation; and <br /> <br /> WI{EREAS, the Environmental Assessment has not adequately <br />evaluated these impacts, nor adequately evaluated alternatives <br />to the proposed project; and <br /> <br /> WHEREAS, the City of Portsmouth treats sewerage from the <br />St. Julien's Creek Annex, and the Environmental Assessment does <br />not address the potential impact of the proposed facility on <br />the C~ty's sewerage treatment plant which may result from the <br />introduction of hazardous wastes to the sewerage collection system; <br />and <br /> <br /> WHEREAS, the Southeastern Virginia Planning District Commission <br />has requested that a full Environmental Impact Statement be <br />prepared on this preject to more fully evaluate the impact upon <br />the adjacent civilian communities; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is of the <br />opinion that a full Environmental Impact Statement is required <br />to assure that the establishment of a potentially hazardous <br />facility in the heart of a major metropolitan area is not potential- <br />ly hazardous to the quality of life enjoyed by the residents of <br />the area. <br /> <br /> <br />
