NORMAL RETIREMENT DATE. The term "normal retirement date" shall be taken to mean the first of the month next following or coinciding with the sixty-fifth (65th) birthday of a member. RETIREMENT ALLOWAi~CE. The term "retirement allowance" shall be taken to mean the retirement payments to which a member is entitled as provided in this Article. SERVICE. service as an employer. The word "service" shall be taken to mean employee for which compensation is paid by the SYSTEM. The word "system" shall be taken to mean the "Portsmouttl Supplemental Retireraent System" provided for in this Article. Section 31-2-02. Short title of Article. The short title of this Article is "Portsmouth Supple- mental Retirement System." Section 31-203. Establishment; designation. There is hereby established a retirement system for City employees to be known as t.he "Portsmouth Supplemental Re- tirement System" by which and in which name it shall, pursuant to the provisions of this Article~ transact all of its business. Section 31-204. Duties of appointing authorities. The authority having the power to hire the services of a member shall keep such records and from time to time shall furnish such information as the Board may require in the discharge of its duties. Upon employment of a ~ember, the authority shall inform the member of his duties and obliga- tions in connection with the system as a condition of employment. Section. 31-205. Acceptance of employment as consent to provisions of Articles. Every member shall be deemed Go consent and agree ~o all the provisions of this Article and any amendments thereto, and payment of salary or compensation shall be a full and complete discharge of all claims for services rendered by such person during the period covered by such payment, except as to any benefits provided by this Article.
