CREDITABLE SERVICE. The term" ' - <br /> credltobte service" shall <br /> be taken to mean for any member of the most recent period of <br /> continuous service as an employee rendered by t~he member plus <br /> membership service for which credit is allowed under this <br /> Chapter; provided however, that periods before and after <br /> periods of unpaid authorized leave shall be included as credit- <br /> able service but the period of leave itself shall not be credited <br /> as creditable service. In addition, under regular service <br /> retirement and excluding deferred or vested retirement, one-third <br /> (1/3) of unused sick leave as of the effective date of retirement <br /> shall be added to creditable service. In no event shall a <br /> member's creditable service include any period of service <br /> after his attainment of normal retirement age. <br /> <br /> E~4PLOYEE. The word "employee" shall be taken to mean <br /> any person regularly employed in the service of the City on <br /> a full time permanent basis and whose compensation is wholly <br /> paid by the City, and persons holding offices in the City re- <br /> quired by the Constitution of this State and their deputies, <br /> assistants and employees employed on a full time permanent <br /> basis and whose compensation is paid partly by the City and <br /> partly by the State; but shall not include any person who is <br /> eligible for membership in theV'lrglnla' ' Supplemental Retire- <br /> ment System, the Portsmouth Fire and Police Retirement System <br /> or who enters into an agreement with the City for inclusion in <br /> a deferred compensation retirement plan which agreement speci- <br /> fically prohibits inclusion in other retirement systems established <br /> by the City. An employee shall also be taken to mean any <br /> person employed under a grant program who has been regularly <br /> employed in the service of the City on a full time basis for <br /> a period such that he will have b~come vested under the con- <br /> ditions as stated in Section 31-262, and whereby such grant <br /> program has participated in making the necessary ~contributions <br /> to the system for the full period of the employee's service to <br /> be credited. In case of doubt, the Board shall decide who is <br /> an employee within the meaning of this Article. <br /> <br /> EMPLOYER. The word "employer" shall be taken %o mean the <br />City or the authority of the City having the power to appoint <br />an employee to office or e~pLoyment. <br /> <br /> EXAMINER. The word "examiner" shall be taken to mean <br />the medical examiners provided for in Section 31-223. <br /> <br /> MEMBER. The word "member" shall be taken to mean any <br />employee who has been included in the membership of the <br />system as provided in Sect±on 31-229, and whose membership <br />has not terminated under the provisions of Section 31-230. <br /> <br /> <br />
