SYSTEM. The word "system" shall be taken to mean the <br />"Portsmouth Employees Supplemental Retirement System" provided <br />for in this Article. <br /> <br /> Ail other definitions contained in ~3t-31 shall rema!n in <br />effect. <br /> <br />Section 31-2. Short Title of Article. <br /> <br /> The short title of this Article is "Portsmouth Employees <br />Supplemental Retirement System". <br /> <br />Section 31-3. Establishment; Designation. <br /> <br /> There is hereby established a retirement system for City <br />employees to be known as the "Portsmouth Employee Supplemental <br />Retirement System" by which and in which name it shall, pursuant <br />to the provisions of this Article, transact all of its business. <br /> <br />Section 31-13. <br /> <br />Estabtis~hment and Designation; Administration of <br />System. <br /> <br /> This system shall be administered by a Board of Trustees to <br />be known as the "Board of Trustees of the Portsmouth ~mptoyees <br />Supplemental Retirement System", which Board is hereby established. <br /> <br />Section 31-14. <br /> <br />Composition; Appointment, Term, Suspension or <br />Removal and Compensation of Members; Vacancies. <br /> <br /> The Board shall consist of seven (7) members to be appointed <br />by City Council and two (2) ex officio members. One ex officio <br />member shall be the Director of Finance or his designee, and the <br />other ex officio member shall be the Director of Personnel or his <br />~esignee. Of the voting members, one (1) shall be an employee <br />who is a member of the Portsmouth Employees Supplemental ~etire- <br />ment System or the Portsmouth Supplemental Retirement System, one <br />(i) shall be an employee who is a member of the Fire and Police <br />Retirement System, and five (5) shall be other than employees or <br />otherwise in the employ of the City. The firs~ appointment here- <br />under of members other than employees or otherwise in the employ <br />of ~he City shall be for terms as follows: one (1) for three (3) <br />years and one (t) for four (4) years. Thereafter, all appointments <br />shall be ma~e fo~ a term of four (4) years, except an appointment <br />to fill a vacancy which shall be for the unexpired term. Appoint- <br />ment of the member who is a member of the Fire and Police Retire- <br />ment System shall alternate each term between a member who is <br />an employee of the Police Department and a memb~e~ ~ho is an em- <br />ployee of the Fire Department. Members who are employees of <br />t~e department from which the appointment shall be made may pro- <br />pose names of employees for consideration by Co~ndil. The <br />Council may suspend or remove any member of the ~oard at its <br />pleasure° Members of the Board who are not employees or other- <br />wise in the employ of the City shall receive as his compensation <br /> <br />2 <br /> <br /> <br />
