This Article shall apply to the City of Portsmouth and to persons outside the City who are, by contract or agree- ment with the City, users of the City wastewater treatment facility. Except as otherwise provided herein, the Director of the Department of the Public Utilities of the City of Portsmouth shall administer, implement, and enforce the provisions of this Article. Section 38-101. Definitions. Unless the context of usage indicates otherwise, the meaning of specific terms in this Article shall be as follows: "ACT" shall mean the Federal Clean Water Act, as amended, 33 U.S.C. 1251, et seq. "ASTM" shall mean the American Society for Testing and Materials. "AUTEORIZED REPRESENTATIVE OF INDUSTRIAL USER" shall be: {I) A principal executive officer of at least the level of vice president, if the Industrial User is a corporation; (2) A general partner or proprietor if the Industrial 'Use~ is a partnership of proprietorship respectively~ (3) A duly authorized representative of the individual designate above if such representative is responsible for the overall operation of the facilities from which the indirect discharge or±glnates. "BOD" (denoting Biochemical Oxygen Demand) shall mean the quantity of oxygen used in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20° C, expressed in milligrams per liter. "BUILDING SEWER" shall mean the extension from a build- ing wastewater plumbing facility to the public wastewater facility. "CATEGORICAL STANDARDS" shall mean the National Categorical Pretreatment Standards or Pretreatmen% Standard. "CITY" shall mean the City of Portsmouth, Virginia. "COMBINED SEWER" shall mean a sewer intended to receive both wastewater and storm or surface water. 2
