FROM THE ~NTAL HEALTH <br />SERVICES FUND FOR ADDITIONAL F~DING FOR MENTAL HEALTH AND <br />MENTAL RETARDATION PROGRAMS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that the sum of Twenty-One Thousand, One Hundred <br />Twenty-Three and 00/100 ($21,123.)
