of the existing hazard whenever such vehicle is equipped <br />with a device which w.ill cause 'the four turn signals to flash <br />simultaneously. All four s~gnals may be flashed simultaneously <br />on a vehicle slowed or stopped at the scene of a traffic <br />hazard or when traveling at a speed of 30 miles per hour or <br />less, but in no other event shall all four signals be flashed <br />simultaneously while the vehicle is in mot±oh. <br /> <br /> (c) Motor veh±cles may be equipped with a braking <br />warning system or device which will cause %he vehicle's <br />brake lights to flash when the vehicle is in motion but <br />coI~mitted to an emergency or panic stop. <br /> <br />Section 23-408. License plates. <br /> <br /> (a) It shall be unlawful for any person to operate, <br />or for the owner thereof to knowingly permit the operation <br />of, upon a hiqhway of the city, any motor vehicle, trailer <br />or semitraile~ without having displayed thereon the license <br />plate or pla%es assigned thereto by the state motor vehicle <br />division for the current registration year, whenever such <br />license plate or plates are required by state law. <br /> <br /> (b) License plates assigned to a motor vehicle, other <br />than a motor cycle, road tractor, tractor truck, trailer or <br />semitrailer, or to persons licensed as motor vehicle dealers <br />or transporters of unladen vehicles, shall be attached to such <br />motor vehicle, one in front and the other in the rear. The <br />license plate assigned to a motorcycle, trailer or semitrailer <br />shall be attached to the rear thereof. The license plate <br />assigned to a road tractor or tractor truck shall be attached <br />to the front thereof. The license plates issued to licensed <br />motor vehicle dealers and to persons licensed as transporters <br />of unladen vehicles shall consist of one plate for each set <br />issued and shall be attached to the rear of the vehicle to <br />which it is assigned. <br /> <br /> (c) Every license plate shall at all times be securely <br />fastened to the motor vehicle, trailer or semitrailer to which <br />it is assigned so as to prevent the plate from s~inging in <br />a position to be clearly visible, and in a condition to be <br />clearly legible. Insignia, emblems, or trailer hitches or <br />couplings shall not be mounted in such a way that any portion <br />of the license is illegible. <br /> <br /> 2.
