AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, AS AMENDED, BY AMENDING SECTIONS 23-12 (b), <br />23-35 (a) (1), 23-36 (C), 23-37, 23-65, 23-73, 23-75, <br />23-80, 23-117 (c) (el, 23-118, 23-135, 23-144, 23-213, 23- <br />304 (a), 23-304 (b), 23-304 (d), 23-309, 23-336, 23-360, 23- <br />375 (e), 23-376, 23-381.1 (c), 23-387 (c), 23-388, 23-389, <br />23-395, 23-396, 23-399, 23-400, AND 23-408, AND BY REPF~ALING <br />SECTION 23-380 THEREOF, PERTAINING TO MOTOR VEHICLES <br />AND TRAFFIC. <br /> <br /> BE IT OP~AINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 23-12 (b). 23-35 (a) (!), 23-37, <br />23-73, 23-75, 23-80, 23-117 (c) (e), 23-118, 23-135r <br />23-144, 23-213, 23-304 (a), 23-304 (b), 23-304 (d), 23-309, <br />23-336, 23-360, 23-3.75 (e), 23-376, 23-381.1 (c), 23-387 <br />(c), 23-388, 23-389, 23-396, 23-399, 23-400, and 23-408 of <br />Chapter 23 of the Code of the City of Portsmouth, Virginia, <br />1973 be amended and reordained to read as follows: <br /> <br />Section 23-12. Records of persons renting motor vehicles <br /> without drivers. <br /> <br /> {b) It shall be unlawful for any person who shall rent <br />a motor vehicle as provided in subsection (a) of this section <br />to fail to make or have in possession or to refuse any in- <br />spection of the record required hereunder. <br /> <br />Section 23-35. Signals by light or semaphores. <br /> <br />(a) Signals by lights or semaphores shall be as follows: <br /> <br /> (1) Red indicates that traffic then moving shall stop <br />and remain stopped as long as the red signal is shown, except <br />in the direction indicated by a lighted green arrow; provided, <br />however, that except where a sign is placed prohibiting <br />turns on red, vehicular traffic facing a steady red signal may, <br />after coming to a full stop, cautiously enter the intersection <br />to make a right turn, or to make a left turn if such left <br />turn is made from a highway which allows for traffic in but <br />one direction into another high~ay which allows for traffic <br />in but one direction and after making such left turn the <br />turning traffic will be going in that direction. Such turning <br />traffic shall yield the right-of-way to pedestrians lawfully <br />within an adjacent crosswalk and to other traffic using the <br />intersection. <br /> <br /> <br />
