or not yet open %o the public, recklessly or at a ~peed <br />or in a ~anner so as to endanger, the !~f~, limb. o~ property <br />of any person. <br /> <br /> (c) Any person who shall engage in a race between two <br />(2) or more motor vehicles on the highways, of this City or . <br />upon the driveway: or premise of a church,' school, recreational <br />facility Or business property open to the public in this City <br />shall be guilty of reckless drlving,~unless authorized by <br />the owner of the property or his agent. When any person shall <br />be convicted of reckless driving under this subsection, then in <br />addition to any other penalties provided by law, the driver's <br />license of such person shall be suspended by the court or <br />judge for a period of not less than six (6) months nor more <br />than two (2) years. In case of conviction, the court or <br />judge shall'order the surrender of'the license to the court <br />~kere-'it shall be disposed of in accordance with the provisions <br />of ~23~87 of this Chapter. <br /> <br /> Cd) Any person, although not engaged ia a race as defined <br />in subsection (.c) of this section, who aids or abets any such <br />race, shall be guilty of a misdemeanor. <br /> <br /> (e) Every person convicted of reckless driving under <br />subsection Ca~, (b) or Cc) of this section shall for the first <br />violation be punished as provided by section 1-9. For each <br />second or subsequent conviction for the offense of reckless <br />driving under said subsections committedwithin twelve (12) <br />months before or after the date of another act of reckless <br />driving for which he has been convicted, such person shall be <br />punished by a fine of not less than one hundred dollars ($100.00) <br />nor more than one thousand dollars ($1,000.00), or by imprison- <br />ment in jail for not less than ten (10) days nor more than <br />twelve ('12) months, or by both such fine and imprisonment. <br /> <br /> (f) In addition to the penalties for reckless driving <br />prescribed in subsection (e) of this sectioN, any court may <br />suspend any license issued to a convicted person under Chapter <br />5 of Title 46.1 of the Code Of Virginia, 1950, as amended, for <br />a period of not less than ten C10) days nor more than six (6) <br />months and such court Shall require the convicted person to <br />surrende~ his license so suspended to the court where it ~ill <br />be disposed of in accordance with ~23-87. <br /> <br /> (b) If a person sQ convicted has not obtained the <br />license required by such Chapter, or is a nonresident, the <br />court may direct in the judgment of conviction that such person' <br />shall not, for a period of not less' than ten ~0)' days or more <br />than slx ~ months as may be prescribed in the ~udgment, drive <br />or operate any motor ve~icle in the COrm~onwealth.
