REGULATIONS FOR A~INISTRATION <br /> <br />SECTION i. Employees Classified <br /> <br />On and after July 1, 1986, all employees of the City of <br />Portsmouth shall be classified according to the kind and <br />type of work performed by them and as provided in this <br />ordinance. <br /> <br />SECTION 2. Classification and Compensation <br /> <br />Ail officers and employees of the City, except those men- <br />nioned in Section 13 of this ordinance, shall be classified <br />and graded in accordance with the CLASSES OF POSITIONS <br />ASSIGNED TO PAY GRADES portion of this ordinance. The <br />compensation of each classified employee shall be deter- <br />mined according to the PAY SCHEDULE portion and other sec- <br />tions cf this ordinance. <br /> <br />SECTION 3. Salary and Class Specification Administration <br /> <br />(a) <br /> <br />The Department of Personnel shall maintain a contin- <br />uing salary administration program to insure internal <br />equity among position classifications. The salary <br />administration program shall include salary surveys, <br />reclassifications, audits, and analyses of turnover. <br /> <br />(b) <br /> <br />The Director of Personnel shall approve all position <br />reclassifications, additions (new positions), or <br />deletions prior to the action being taken. <br /> <br />If a position reclassification results in an increase <br />of one grade, employees shall receive an increase in <br />compensation equivalent to one step. If the reclas- <br />sification is two or more grades, employees shall <br />receive an increase in compensation equivalent to two <br />steps. In no case will the employee's base salary be <br />more or less than the grade co which reclassified. <br /> <br />If a position reclassification results in a reduction <br />in the grade of the class, employees in that classi- <br />fication shall retain their current pay rate provided <br />it is non less than the minimum nor more than the <br />maximum for that grade. <br /> <br />The City Manager may authorize variations in the <br />application of this section. <br /> <br />SECTION 4. Compensation and Salary Adjustment <br /> <br />On and after July 1, 1986, the salary steps for the <br />respective positions sen forth in Section 2 of this ordi- <br />nance shall constitute' the plan of compensation for all <br />persons classified under this Section: (see PAY SCHEDULE). <br /> <br />-1- <br /> <br /> <br />
