AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTION 40-31 THEREOF, <br />PERTAINING TO DEFINITION OF PLOT AREA. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That Section 40-31 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended Dy adding thereto <br />the fcllowing definition to read as follows: <br /> <br />Section 4G-31. Definition. <br /> <br /> PLOT AREA: For the purpose of determining plot area <br />for dimensional requirements of residential zoning <br />districts, the gross area shall be the total area within <br />the lot lines including public and private utility <br />easements and easements for ingress and egress. For the <br />purpose of satisfying minimum dimensional requirements, mo <br />part of the required plot area shall De below the mean high <br />water mark or in marshlands or wetlands. In addition, no <br />part of any natural flood fringe, man-made drainage areas <br />constructed primarily for storage or retention of storm <br />water runoff, drainage easements below the normal level of <br />water contained therein, or man-made drainage areas such as <br />borrow pits constructed primarily for purposes other than <br />storage and retention of storm water shall be calculated in <br />determining minimum plot area requirements. <br /> <br /> 2.
