AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PO~MOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTIONS 14-25; 14-27; ~4-30 AND <br />14-31 PERTAINING TO CITY COLLECTIONS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section <br />Portsmouth, Virginia, <br />follows: <br /> <br />14-25 of the Code of <br />1973, be amended and <br /> <br />the City of <br />reordained as <br /> <br />Section 14-25. Times and dates, containers and bulk refuse <br /> to be placed for collection. <br /> <br /> (a) Receptacles and plastic or polyethylene refuse bags <br />containing trash, garbage or other waste materials shall not <br />be placed for collection by the City before 6:00 a.m. nor <br />later than 8:00 a.m. on days of collection. Such receptacles <br />shall be removed from the area designated in Section 14-26 as <br />soon as possible after collection and, in no instance, shall <br />receptacles be permitted to remain in said area after 7:00 <br />p.m. <br /> <br /> (b) Bulk refuse as defined herein shall be placed out <br />for collection no earlier than the Saturday preceding the <br />start of the bulk refuse pickup period for that area and no <br />later than 7:00 a.m. on the Monday of the start of the bulk <br />refuse pickup period for the area. <br /> <br /> 2. That Section 14-27 of the Code of the City of <br />Portsmouth, Virginia, be amended and reordained pertaining <br />receptacles from Multi-family structures as follows: <br /> <br />to <br /> <br />Section 14-27. Receptacles from multi-family structures to be <br /> identifiable. <br /> <br /> Every rental dwelling unit shall De supplied with <br />approved d6ntainers and covers, as described in Section 14-3 <br />of this Code, for the storage of refuse and garbage, and the <br />owner, operator or agen~ in control of such dwelling unit <br />shall be responsible for supplying the necessary number of <br />containers per residential dwelling unit and for the marking <br />on the receptacle either the number of the residential <br />dwelling unit or the name of the head of the family occupying <br />the dwelling unit to which such receptacle belongs; provided, <br />however, that the provisions of this section shall not apply <br />to the plastic or polyethylene refuse bags permitted by <br />Sectio~ 14-22. Such receptacles are to be screened from <br />public view. <br /> <br /> <br />
