That Chapter 23 of the Code of the City of Portsmouth, Virginia, 1973 be amended by adding thereto ~23-295 to read as follows: Section 23-295. The Portsmouth Parking Authority may cause any motor or other vehicle occupying, without its permission or in violation of this division or any regulation of the Portsmouth Parking Authority, any parking lot or garage owned, operated, leased or controlled by the Portsmouth Parking Authority to be removed by towing or o~herwise by the P~rtsmouth Police Department, and to be placed in such storage facility as may be designated by the City Manager for the storage of vehicles. Prior to the removal of any vehicle, the Portsmouth Parking Authority shall notify the police dispatcher of such removal and shal~ provide the police dispatcher with the license number and state of issuance of t-he license and, if known,_the vehicle identification number and the make, model and model year of the vehicle to be towed.
