(v) Required yard area shall not include <br />parking lots and loading docks, and shall De maintained <br />as open landscaped areas, with the exception of <br />driveways. <br /> <br /> (d) Off-Street Parking. Space for this function <br />shall be provided as specified in ~40-45. Lots must be <br />concrete or bituminous asphalt. Lots adjacent to <br />residential areas must be screened with masonry or <br />vegetative screening. <br /> <br /> (e) Ail open areas not used for buildings, <br />storage, parking, access roads, and loading areas shall <br />be maintained with grass or other suitable ground cover. <br /> <br />(f) Additional requirements: <br /> <br /> (i) Ail utility transmission and distribution <br />lines shall be underground where proper engineering <br />practice permits. <br /> <br /> 3. That Chapter 40 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended by adding thereto <br />~40-142, such new section to read as follows: <br /> <br />Section 40-142. Commerce Park District (CP) Dimensional <br /> Requirements. <br /> <br /> Within the Commerce Park District (CP) dimensional <br />~equirements shall be as specified in ~40-84, provided, <br />that if there is any conflict between any provision of <br />said section in any other ordinance, law, rule or <br />regulation of the City or Commonwealth, the more <br />stringent provision shall be construed to control. <br /> <br /> 4. That Chapter 40 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended by amending <br />~40-288, such amended section to read as follows: <br /> <br />Section 40-288. Zoning regulations. <br /> <br /> No sign shall be permitted in those zoning <br />districts designated NP in this section. <br /> <br /> A use permit (UP) or a certificate of compliance <br />(CC) shall be required for the erection, alteration, <br />repair or relocation of all nonexempt signs in the City, <br />as provided herein: <br /> <br /> <br />
