organization. A copy of such permit or lease shall be <br />forwarded by the organization to the City Attorney not <br />later than ten ~10) days after any change in the term of <br />the lease or permit from that previously reviewed. All <br />bingo halls not the property of the organization <br />sponsoring the bingo game shall be used only pursuant to <br />a written permit or lease. <br /> <br />Section 21-54.8. Denial, suspension or revocation of <br /> permit. <br /> <br /> (a) The City Manager may deny, suspend or revoke <br />the permit of any organization found not to be in strict <br />compliance with the provisions of this Division and the <br />above-referenced Article of the Code of Virginia. <br /> <br /> (b) Any organization aggrieved by the decision of <br />the City Manager may appeal such decision to the City <br />Council by notifying the City Clerk of such appeal <br />within twenty-one (21) days of the decision of the City <br />Manager. If the action under appeal involves the <br />suspension or revocation of an existing permit under <br />which bingo games are actually being conducted, the <br />filing of the appeal shall stay the decision of the City <br />Manager pending the outcome of the appeal. <br /> <br /> (c) Likewise, any organization aggrieved by the <br />decision of the City Council may appeal such decision to <br />the Circuit Court. Appeal must be taken within <br />twenty-one (21) days of the decision of the City <br />Council. On appeal from a suspension or a revocatIon of <br />a permit the Court may in its discretion stay such order <br />of suspension or revocation upon the appellant posting <br />bond in an amount and with such surety or security as <br />may be fixed by the Court· <br /> <br />Section 21-54.9. <br /> <br />Penalty fo~ violation of Division, <br />revocation of right to conduct bingo <br />game or raffle. <br /> <br /> Any person, firm, association, organization, <br />partnership or corporation in violation of any provision <br />of this Division shall be guilty of a Class 1 <br />misdemeanor except as otherwise provided in ~18.2-340.10 <br />of the Code of Virginia, 1950, as amended. The bingo or <br />raffle permit of any organization in violation of any <br />p~ovlslon of this Division or the above-referenced <br />Article of the Code of Virginia shall automatically be <br />revoked and no permit shall be issued to such <br />organization for a period of one (1) year from date of <br />revocation. <br /> <br /> <br />
