128 <br /> <br />A RESOLUTION APPROVING THE 1987 COMMUNITY DEVELOPMENT <br />PROGRAM OF THE CITY OF PORTSMOUTH, AUTHORIZING THE CITY <br />MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S <br />1987 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, under the Housing and Community <br />Developmenn Act of 1974, as amended, financial <br />assistance is provided to localities for undertaking and <br />carrying out development activities; and <br /> <br /> WHEREAS, the required public hearing has been held <br />and the City Council has reviewed the Proposed 1987 <br />Community Development Program's Statement of Objectives, <br />and Use of Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take <br />official action regarding this Program to comply with <br />the regulations of aforementioned Act; and <br /> <br /> WHEREAS, this Council is aware of the federal <br />regulations governing the undertaking and carrying out <br />of activities under the Housing and Community <br />Development Program; and <br /> <br /> WHEREAS, this Council, on behalf of the City of <br />Portsmouth, possesses the legal authority to apply for <br />grant and execute the proposed program under the <br />provisions of the aforementioned Act; and <br /> <br /> WHEREAS, this Council recognizes its responsibility <br />to direct that safeguards be established to protect <br />employees ~from using their position for a purpose that <br />gives the appearance of being motivated Dy a desire for <br />private gain for themselves or others, particularly <br />those with whom they have family, business or other <br />ties; and <br /> <br /> WHEREAS, this Council has found said 1987 Community <br />Development Program's Proposed Statement of Objectives <br />and Use of Funds and Uniform Displacement Policy <br />appropriate to meet the needs of the City and, <br />therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />the City of Portsmouth, Virginia, that the 1987 <br />Community Development Program's .Proposed Statement of <br />Ob3ectives and Use of Funds and Uniform Displacement <br />Policy having oeen reviewed and considered, be and <br />hereby are, approved in all respects and the City <br />Manager is hereby authorized to file the Final Statement <br /> <br /> <br />
