119 <br /> <br />A RESOLUTION REQUESTING THE UNITED STATES NAVY TO PROPERLY <br />CONTROL AND DISPOSE OF CONTAMINATED WATER CONTAINING <br />TRI-BUTYL TIN (TBT); AND FURTHER REQUESTING THE U.S. NAVY TO <br />PROVIDE CONTINUING PROCEDURES FOR MONITORING AND DISPOSAL OF <br />SAID CONTAMINATED WATER. <br /> <br /> WHEREAS, in connection with construction of the steam <br />generating plant of the U.S. Navy at the Norfolk Naval <br />Shipyard, Portsmouth, Virginia, the U. S. Navy, by and <br />through its agents and contractors, has caused to be stored <br />on its property 400,000 gallons of water contaminated with <br />the toxic chemical tri-butyl tin (TBT); and <br /> <br /> WHEREAS, TBT has been determined to be hazardous to <br />marine life which exist in the Hampton Roads area. <br /> <br /> WHEREAS, the U. S. Navy has not developed a suitable <br />plan for disposal of said contaminated water; and <br /> <br /> WHEREAS, TBT has been used to clean the cooling towers <br />of the steam generating plant under construction and the <br />residue of this cleaning process remains in the cooling <br />tower; and <br /> <br /> WHEREAS, the residue of TBT will eventually be <br />introduced into the City of Portsmouth sewage system when <br />steam generating plant is operational; and <br /> <br />the <br /> <br /> WHEREAS, introduction of TBT into the City of Portsmouth <br />sewage treatment system in the future will require that the <br />City develop and implement an expensive treatment process in <br />order to be able to dispose of the sewage and the sludge <br />derived therefrom; and <br /> <br /> WHEREAS, sufficient and accepted <br />presently exist to idDntify and treat <br />contaminated with TBT; and <br /> <br />chemical methodology <br />water and sewage <br /> <br /> NOW, THEREFORE, BE' IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that the United States Navy be, <br />and hereby is, requested to properly control and dispose of <br />water contaminated with tri-butyl tin (TBT) from its steam <br />generating plant by a method or methods to be approved by the <br />State Water Control Board to reduce the toxicity of such <br />contaminated water to acceptable levels as approved by the <br />State Water Control Board. <br /> <br /> <br />
