A RESOLUTION <br />SOUTHEASTERN <br /> <br />EXPRESSING THE COUNCIL'S SUPPORT FOR THE <br />TIDEWATER OPPORTUNITY PROJECT ORGANIZATION. <br /> <br /> WHEREAS, the Southeastern Tidewater Opportunity <br />Project Organization (STOP) has been designated as the <br />official Community Action Agency for the Cities of <br />Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk, <br />Virginia Beach and the Counties of Isle of Wight and <br />Southampton, and serves as a partner with said <br />jurisdictions in helping low income persons and the <br />communities susta~~ themselves and improve their standard <br />of living; and <br /> <br /> WHEREAS, STOP has continued to serve the low income of <br />this area with many critical educational and community <br />development programs, and has benefited the total community <br />from its resources and cost savings; and <br /> <br /> WHEREAS, Community Action Programs across the <br />Commonwealth of Virginia has been drastically reduced with <br />recent cutbacks in Federal funds even before Gramm-Rudman <br />and this City has already contributed to STOP in an effort <br />to sustain the work of this important agency; and <br /> <br /> WHEREAS, the Commonwealth of Virginia has not until <br />now provided any funds to supplement revenue lost to the <br />core funding of Community Action which makes possible the <br />outreach, planning, management and service capability <br />necessary to the continued success of these agencies. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth will continue to appoint a <br />representative to the Board of Directors of STOP, will <br />continue to worm ~n every way ~ith STOP to offer a "hand <br />out" to its low income residents, and will continue to <br />provide local financial support to the extent we are able. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth requests the Commonwealth of Virginia to provide <br />both the financial and administrative support necessary to <br />ensure that the work of STOP and other Community Action <br />Agencies serving other j~urisdictions will proceed <br />unhindered in the Commonwealth. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia at a meeting held October 28, 1986. <br /> <br />Teste: <br /> <br />'112 <br /> <br />City Clerk <br /> <br /> <br />
