A RESOLUTION GRANTING A USE PERMIT TO THE PORTSMOUTH AREA RESOURCES COALITION, INC. TO OPERATE A TEMPORARY RESIDENCE FACILITY AT THE DALE HOMES RECREATION CENTER AT 1900 COLUMBUS AVENUE. WHEREAS, Joseph Winfree, on behalf of the Portsmouth Area Resources Coalition, Inc., has made application pursuant to ~40-78 (b) of the Code of the City of Pcrtsmouth, Virginia, as ~ended, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the done all things required to be done application; and Planning Director have in connection with said WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: (a) Will not affect the health and safety of persons residing or working in the neighborhood of the proposed use; (b) will not be detrimental to the public injurious to the proper~y or improvements in the neighborhood; and use or (c) Will be in accordance with the purposes of the zoning chapter of the City Code. 2. The Portsmouth Area Resources Coalition, Inc. is hereby granted a use permit pursuant to ~40-78 (b) of the Code of the City of Portsmouth, Virginia, to operate a temporary residence facility for sixteen (16) residents in the Dale Homes Recreation Center at 1900 Columbus Avenue, such site being more particularly described as follows: UP-85-31 BEGINNING at the southwest intersection of Dale Drive and Columbus Avenue; thence south along the west right-of-way line of Columbus Avenue 283'; thence west 20'; thence north 123.64'; thence west 113.26'; thence north 159.36'; 5hence east 133.26' to the west right-of-way of Columbus Avenue. 3. The following conditions are prescribed for this use permit:
