58 <br /> <br />A RESOLUTION EXPRESSING <br />CITY OF PORTSMOUTH WITH <br />PROJECT. <br /> <br />THE CONCERNS OF THE COUNCIL OF THE <br />THE PROPOSED WESTERN FREEWAY <br /> <br /> WHEREAS, the proposed Western Freeway Project has been <br />the first priority highway project of the City of Portsmouth <br />fop a number of years and an essential part of the regional <br />highway system; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />previously expressed its concerns with the source of funding <br />and the priority of phases for the Western Freeway Project; <br />and <br /> <br /> WHEREAS, such concerns have been transmitted to the <br />Virginia Department of Highways and Transportation (VDH&T), <br />but such concerns have not been addressed by VDH&T to the <br />satisfaction of this Council; and <br /> <br /> WHEREAS, this Council is of the opinion that the <br />proposed Western Freeway is an essential part of the <br />~egional transportation network and a priority of this <br />Council provided that the issues expressed herein are <br />resolved to the satisfaction of this Council to assure the <br />protection of the interest of the City and its citizens. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia states that any approvals of <br />this Council which may be necessary in connection with any <br />element of the proposed Western Freeway Project will not be <br />forthcoming until the following conditions have been met: <br /> <br /> 1. Resolution to the satisfaction of the City Council <br />of the Urban Funding issue. <br /> <br /> 2. Resolution to the satisfaction of the City Council <br />of the issue of the connector between the West Norfolk <br />Bridge and the Martin Luther King Freeway/Midtown Tunnel. <br /> <br /> 3. Resolution to the satisfaction of the City Coun~l <br />of the issue of priority of the construction phases. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the City Manager be, and he hereDy <br />is, instructed to communicate this resolution and the <br />concerns expressed herein to the appropriate officials <br />VDH&T and to request that they delay any further <br />implementation towards the construction of the Western <br />Freeway Project pending resolution of the issues noted <br />herein. <br /> <br />of <br /> <br /> <br />
