subsequent to the first day of the calendar month next <br />succeeding the date of the initial appointment to the <br />Authority; subsequent appointments shall be for terms of <br />four years, except appointments to fill vacancies which <br />shall be for the unexpired terms. If at the end of any <br />term of office of any Commissioner a successor thereto <br />shall not have been appointed, then the Commissioner whose <br />term of office shall have expired shall continue to hold <br />office until his successor shall be appointed and <br />qualified. <br /> <br /> 4. The City of Portsmouth shall not be liable for <br />any debt, contract, or other financial commitment of the <br />Authority unless and until such debt, contract, or <br />financial commitment shall have been duly authorized by the <br />Council of the City of Portsmouth. <br /> <br /> 5. The Council of the City of Portsmouth hereby <br />appoints Morton V.
