Section 2. (a) The appropriations hereby made, except <br />those for debt service and School Operating Fund and other <br />School Funds, shall be made available on the approval of the <br />City Manager, who shall report 5o the City Council quarterly in <br />detail all expenditures made for the preceding quarter and all <br />funds, as far as practicable, shall be in equal amounts each <br />month. <br /> <br /> (b) The appropriations for debt service <br />shall be made available as same may become due. <br /> <br /> (c) The City Manager is hereby authorized at <br />any time during the fiscal year to effect any consolidation of <br />offices, or to make other changes he may deem to be in the <br />interest of the City, provided there is no increase in expense. <br /> <br /> Section 3. The Director of Finance is hereby authorized <br />to transfer funds for the purpose of equalization, from any <br />fund in one authorized bank to the same fund in anosher <br />authorized bank, provided the transfer check is countersigned <br />by the City Treasurer. <br /> <br /> Section 4. The Director of Finance is hereby authorized <br />to transfer funds, as a temporary loan, from one fund of the <br />City to any other fund of the City, provided the transfer check <br />is countersigned by the City Treasurer. <br /> <br /> Section 5. Monies paid to the <br />shall be termed as gratuity and only <br />If the State of Virginia takes over <br />gratuity will cease. <br /> <br />retired school teachers <br />as a temporary measure. <br />this responsibility, this <br /> <br /> Section 6.
