AN ORDINANCE TO AMEND SECTION 38-77 (a) AND (f) O? THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA, PERTAINING TO CHARGES FOR <br />SEWER SERVICE. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that Section 38-77 (a) and (f) of the Code of the <br />City of Portsmouth, VirginIa, be amended to read as follows: <br /> <br /> (a) Charges for the disposal of sewage discharged into <br />the City's sewage system will be based upon the water consumed <br />on the premises as measured by meters used for this purpose at <br />the rate of sixty-one and one-half cents ($0.615) per one <br />thousand (1,000) gallons or forty-six cents-IS0.46) per one <br />hundred (100) cubic feet. The minimum charge for such service <br />shall be one dollar twenty-five cents ($1.25) per month. The <br />rate prescribed herein shall be reflected in all bills <br />rendered after July 1, 1987. <br /> <br /> (f) Strong waste surcharge. Wastes of domestic, <br />industrial, garbage or other origin discharged into the sewer <br />system and which have characteristics which add unduly to the <br />cost and maintenance and operation will be subject to the <br />following surcharges: Suspended solids. For the excess of <br />two hundred fifty (250) milligrams per liter a surcharge of <br />eleven dollars seventy-four cents ($11.74) per one hundred <br />(100) pounds will be applied. <br /> <br /> Bio chemical oxygen demand. <br />fifty (250) milligrams per liter <br />sixty-one cents ($11.61) per one <br />applied. <br /> <br /> For excess over two hundred <br />a surcharge of eleven dollars <br />hundred (100) pounds will be <br /> <br /> Unusual characteristics of waste will be surcharged for <br />and in keeping with such special rates as shall be adopted by <br />City Council. <br /> <br /> The City may make an initial survey of the discharge to <br />determine the applicability of the surcharge. Based on such <br />survey result, the City may institute the surcharge and/or <br />require the customer to provide such tests and equipment as <br />will provide adequate basis for the surcharge to be made. <br />Where the waste water discharge is subject to surcharge, the <br />surcharge may be based on the normal characteristics of waste <br />from such operations as determined from industrial, chemical, <br />or engineering tests, or other appropriate references or waste <br />water surveys of discharges from other similar operations. <br /> <br /> The rates prescribed by this ordinance shall be reflected <br />in bills rendered after July 1, 1987. <br /> <br /> <br />
