AN ORDINANCE TO AMEND SECTION 38-77 (a) AND (f) O? THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, PERTAINING TO CHARGES FOR SEWER SERVICE. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia, that Section 38-77 (a) and (f) of the Code of the City of Portsmouth, VirginIa, be amended to read as follows: (a) Charges for the disposal of sewage discharged into the City's sewage system will be based upon the water consumed on the premises as measured by meters used for this purpose at the rate of sixty-one and one-half cents ($0.615) per one thousand (1,000) gallons or forty-six cents-IS0.46) per one hundred (100) cubic feet. The minimum charge for such service shall be one dollar twenty-five cents ($1.25) per month. The rate prescribed herein shall be reflected in all bills rendered after July 1, 1987. (f) Strong waste surcharge. Wastes of domestic, industrial, garbage or other origin discharged into the sewer system and which have characteristics which add unduly to the cost and maintenance and operation will be subject to the following surcharges: Suspended solids. For the excess of two hundred fifty (250) milligrams per liter a surcharge of eleven dollars seventy-four cents ($11.74) per one hundred (100) pounds will be applied. Bio chemical oxygen demand. fifty (250) milligrams per liter sixty-one cents ($11.61) per one applied. For excess over two hundred a surcharge of eleven dollars hundred (100) pounds will be Unusual characteristics of waste will be surcharged for and in keeping with such special rates as shall be adopted by City Council. The City may make an initial survey of the discharge to determine the applicability of the surcharge. Based on such survey result, the City may institute the surcharge and/or require the customer to provide such tests and equipment as will provide adequate basis for the surcharge to be made. Where the waste water discharge is subject to surcharge, the surcharge may be based on the normal characteristics of waste from such operations as determined from industrial, chemical, or engineering tests, or other appropriate references or waste water surveys of discharges from other similar operations. The rates prescribed by this ordinance shall be reflected in bills rendered after July 1, 1987.
