objects, other than a rear view mirror, sun visor, or other <br />equipment of the motor vehicle approved by the <br />superintendent, suspended from any part of such mosor <br />vehicle in such a manner as to obstruct the driver's clear <br />view of the highway through the windshield, the front side <br />windows, or the rear window, or to alter a <br />passenger-carrying vehicle in such a manner as to obstruct <br />the driver's view through the windshield. However, this <br />section shall not apply (i) when the driver's clear view of <br />the highway through the rear window is obstructed if such <br />motor vehicle Is equipped with a mirror on each side, so <br />located as Lo reflect to the operator a view of the highway <br />for a distance of not less than two hundred (200) feet to <br />the rear of such vehicle or (ii) to safety devices <br />installed on the windshields of vehicles owned by private <br />waste haulers or local governments and used to transport <br />solid waste. <br /> <br />Section 23-478. Delinquency penalty. <br /> <br /> If any license tax imposed by this article is not paid <br />by January thirty-first of any license year, or in case of <br />a motor vehicle, trailer or semitrailer purchased or <br />acquired thereafter, within ten (10) days of the date of <br />purchase or acquisition of same; there shall be added to <br />such license tax a penalty of ten (10) per cent of the <br />amount of the license tax or two dollars ($2.00) whichever <br />shall be the greater, to be assessed and paid along with <br />such license as part thereof. <br /> <br /> 2.
