colored emergency lights. <br /> <br /> Any person violating any of the provisions of this <br />section shall be guilty of a Class 1 misdemeanor. <br /> <br /> Unless such lighting device is both covered and not <br />illuminated, no motor vehicle which is equipped with any <br />lighting device other than lamps required or permi.tted in <br />this article or required or approved by the Superintendent <br />or required by the federal Department of Transportation <br />shall be operated on any highway in the city. Nothing in <br />this subdivision shall be construed to permit any vehicle <br />not otherwise authorized, to be equipped with colored <br />emergency lights, whether blinking or steady-burning. <br /> <br />Section 23-366. <br /> <br />When lights to be lighted; number of <br />lights to be lighted at any time; use of <br />warning lights. <br /> <br /> la) Every vehicle upon a highway within this city <br />shall display lighted head lamps and illuminating devices <br />as required by this article from sunset to sunrise and at <br />any other time when, due to insufficient light or <br />unfavorable atmospheric conditions, persons or vehicles on <br />the highway are not clearly discernible at @ distance of <br />five hundred (500) feet. <br /> <br />Section 23-389. Signs on windshields, etc. <br /> <br /> (a) Except as otherwise provided in this section or <br />section 46.1-291.01 of the Code of Virginia, 1950, as <br />amended, or permitted by federal law, rule, or regulation, <br />it shall be unlawful for any person to operate any motor <br />vehicle upon a highway with any sign, poster, colored or <br />tinted film or sunshading material or other colored or <br />nontransparent material upon the windshield, front or rear <br />side windows, or rear windows of such motor vehicle other <br />than a certificate or other paper required to be placed by <br />law or which may be permitted by the Superintendent. The <br />size and placement location of stickers or decals used by <br />the city in lieu of license plates shall be in compliance <br />with regulations promulgated by the Superintendent; at the <br />option of the motor vehicle's owner, such stickers shall be <br />affixed either at the upper edge of the center of the <br />wIndshield or at some other place which may be designated <br />by the superintendent. <br /> <br /> (b) Notwithstanding the provisions of subsection (a) <br />of this section, whenever a motor vehicle is equipped with <br />a mirror on each side of such vehicle, so located as to <br />reflect to the driver of such vehicle a view of the highway <br />for a distance of not less than two hundred (200) feet to <br />the rear of such vehicle, any or all of the following shall <br /> <br /> <br />
