denial shall be stated in the order of the court denying the permit. The court shall find that the applicant has demonstrated a need to carry a concealed weapon in following circumstances: the (1) The applicant regularly transports substantial sums of money or other property of substantial value from place of business to his home or a bank or other secure depository; (2) The court is convinced that because of bona fide threats to the body or life of the applicant or to the body or life of a member of the applicant's immediate family, or because of other body or life threatening circumstances peculiar to the applicant, there is probable cause to believe such permit is reasonable and necessary to promote the self-protection of the applicant. In all other cases the court shall have discretion to determine whether need has been established. No fee shall be charged for the issuance of such permit to a person who has retired from service as a law-enforcement officer with the department of state police, or with a sheriff or police department, bureau of force of any political subdivision of the Commonwealth of Virginia, after completing twenty (20) years service or after reaching age fifty-five(55). The order issuing such permit shall be entered in the law order book of the court. (e) If any person carry about his person, hidden from common observation, any knife, hook, ice pick or other sharp instrument which has a blade or point more than two and three-fourths (2 3/4) inches measured along the outside perimeter from base to tip of blade or point and which is capable of inflicting upon a person a stab or cut wound, he shall be guilty of a Class 1 misdemeanor. (f) Definitions. When used in the article: (1) "Brass knuckles:" A set of metal finger rings or guards attached to a transverse piece and worn over the front of the doubled fist for use as a weapon. (2) "Bowie knife:" A stout single-edged hunting knife with part of the back edge curved concavely to a point and sharpened. (3) "Dirk:" A long straight-bladed dagger. (4) "Hook:" A curved or bent device for catching, holding or pulling.
