denial shall be stated in the order of the court denying <br />the permit. <br /> <br /> The court shall find that the applicant has <br />demonstrated a need to carry a concealed weapon in <br />following circumstances: <br /> <br />the <br /> <br /> (1) The applicant regularly transports substantial <br />sums of money or other property of substantial value from <br />place of business to his home or a bank or other secure <br />depository; <br /> <br /> (2) The court is convinced that because of bona fide <br />threats to the body or life of the applicant or to the body <br />or life of a member of the applicant's immediate family, or <br />because of other body or life threatening circumstances <br />peculiar to the applicant, there is probable cause to <br />believe such permit is reasonable and necessary to promote <br />the self-protection of the applicant. <br /> <br /> In all other cases the court shall have discretion to <br />determine whether need has been established. No fee shall <br />be charged for the issuance of such permit to a person who <br />has retired from service as a law-enforcement officer with <br />the department of state police, or with a sheriff or police <br />department, bureau of force of any political subdivision of <br />the Commonwealth of Virginia, after completing twenty (20) <br />years service or after reaching age fifty-five(55). The <br />order issuing such permit shall be entered in the law order <br />book of the court. <br /> <br /> (e) If any person carry about his person, hidden from <br />common observation, any knife, hook, ice pick or other <br />sharp instrument which has a blade or point more than two <br />and three-fourths (2 3/4) inches measured along the outside <br />perimeter from base to tip of blade or point and which is <br />capable of inflicting upon a person a stab or cut wound, he <br />shall be guilty of a Class 1 misdemeanor. <br /> <br />(f) Definitions. When used in the article: <br /> <br /> (1) "Brass knuckles:" A set of metal finger rings or <br />guards attached to a transverse piece and worn over the <br />front of the doubled fist for use as a weapon. <br /> <br /> (2) "Bowie knife:" A stout single-edged hunting <br />knife with part of the back edge curved concavely to a <br />point and sharpened. <br /> <br />(3) "Dirk:" A long straight-bladed dagger. <br /> <br /> (4) "Hook:" A curved or bent device for catching, <br />holding or pulling. <br /> <br /> <br />
