provide for the regulation, control, operation and use of the <br />parking spaces in such off-street parking lots and garages. <br /> <br /> The city manager or his designee shall have lines or <br />markings painted or placed on the sides of each parking space <br />defining the space set apart for the parking of a motor <br />vehicle. <br /> <br /> 2. That Section 23-279 of Chapter 23 of the Code of the <br />City of Portsmouth, Virginia, 1973, be repealed. <br /> <br /> 3. Than Sections 23-296, 23-297, and 23-298 of the Code <br />of the City of Portsmouth, Virginia, 1973, be enacted to read <br />as follows: <br /> <br />Section 23-296. <br /> <br />Violation of regulations of Portsmouth <br />Parking Authority and City of Portsmouth. <br /> <br />(a) <br /> <br />It shall be unlawful for any person to violate any <br />regulation relating to parking on lots or in <br />garages designated in sections 23-293 and 23-294. <br />violators shall be proceeded against as hereinafter <br />set forth. <br /> <br />(b) <br /> <br />It shall be the duty of the police officers of the <br />city, acting in accordance with instructions issued <br />by the chief of police to report, with regards to <br />any violations of subsection (a): <br /> <br />(1) Where applicable, the number of each reserved space <br /> which is subject o~ a violation of subsection (a). <br /> <br />(2) The state license number of each vehicle occupying <br /> a reserved space in violation of subsection (a). <br /> <br />(3) The length of time during ~hich a vehicle is parked <br /> in violation of subsection (a). <br /> <br />(4) <br /> <br />Any other facts, a knowledge of which is~necessary <br />to a thorough understanding of the circumstances <br />attending such violation. <br /> <br />(c) <br /> <br />Each such police officer shall attach to such <br />vehicle a notice to the owner thereof, that such <br />vehicle has been parked in violation of a provision <br />of such regulation and instructing such owner to <br />report to the Portsmouth Police Department <br />Headquarters in uegard to such violation. Each <br />owner may, within seventy-two (72) hours of the <br />time when such notice was attached to such vehicle, <br />pay a penalty in the sum of three dollars ($3.00) <br />for each hour, or fraction thereof, during which <br />such vehicle occupied such parking space in <br />violation of any of the provisions of such <br /> <br /> <br />
