A RESOLUTION EXPRESSING THE SUPPORT OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH FOR THE ALLOCATION OF 100 NURSING HOME <br />BEDS TO A LOCATION WITHIN THE CITY OF PORTSMOUTH. <br /> <br />21 <br /> <br /> WHEREAS, the City of Portsmouth's population <br />constitutes twelve (12%) percent of the Southeastern <br />Region's population, which population includes sixteen <br />(16%) of the region's elderly and twenty-one (21%) percent <br />of the region's indigent; and <br /> <br /> WHEREAS, Portsmouth has been identified by the <br />Virginia Department of Health as having an inadequate <br />number of nursing home beds to serve its elderly and <br />indigent population; and <br /> <br /> WHEREAS, Alliance Life Care Corporation has indicated <br />a desire to build a one hundred (100) bed nursing home <br />facility on Cavalier Boulevard in the City of Portsmouth <br />and there are no other proposed facilities in that area of <br />the City which will provide similar care for the elderly; <br />and <br /> <br /> WHEREAS, the location of the proposed facility is <br />accessible to residents because of its close proximity to <br />the bus route with transit services available approximately <br />every one-half hour; and <br /> <br /> WHEREAS, this proposed facility would generate <br />eighty-five (85) jobs for Portsmouth residents as well as <br />generate real property, business personal property, utility <br />and business license taxes for the City; and <br /> <br /> WHEREAS, in accordance with the applicable provisions <br />of t~e State law pertaining to the issuance of Certificates <br />of Public Need an application for the one hundred (100) <br />nursing home beds has bee~ submitted to the State Health <br />Commissioner. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth supports the allocation of one hundred <br />(100) nursing home beds to a location within the City of <br />Portsmouth and endorses the application of Alliance Life <br />Care Corporation subject to its obtaining an approval of a <br />Zoning Use Permit as required by the provisions of the Code <br />of the City of Portsmouth. <br /> <br /> <br />
