4 <br /> <br />A RESOLUTION ENDORSING AN APPLICATION TO THE STATE DEPARTMENT <br />OF TRANSPORTATION FOR INDUSTRIAL ACCESS ROAD FUNDS IN THE <br />AMOUNT OF $442,500.00 FOR RECONSTRUCTION OF HARPER ROAD. <br /> <br /> WHEREAS, Harper Road presently serves the Portsmouth <br />Marine Terminal, Sea-Land Services and private industrial <br />developments along Scott's Creek; and <br /> <br /> WHEREAS, a permanent easement has recently been obtained <br />from CSX Railroad which would permit expansion and improvement <br />of Harper Road to serve existing industrial interests and <br />p~operty presently being marketed through the Portsmouth Port <br />and Industrial Commission; and <br /> <br /> WHEREAS, the expansion and development of Harper Road is <br />deemed by the Council of the City of Portsmouth to be <br />essential to future development in the Pinners Point area of <br />the City; and <br /> <br /> WHEREAS, Harper Road qualifies for industrial access <br />funds distributed by the State Department of Transportation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, hereby endorses an application <br />to the State Department of Transportation for industrial <br />access road funds in the amount of $442,500.00 for <br />reconstruction of Harper Road. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward a copy of this resolution to <br />the State Department of TranspOrtation'. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held August 11, 1987. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
