82 <br /> <br />A RESOLUTION GRANTING A USE PERMIT TO THE BULLOCK <br />CORPORATION TO OPERATE A GROUP HOME FOR ADULTS ON PROPERTY <br />LOCATED ON-THE NORTH SIDE OF WEST NORFOLK ROAD. <br /> <br /> WHEREAS, the Bullock Corporation by Charles C. Chang, <br />AIA, hasmade application pursuant to ~40-76 (b) of the Code <br />of the City of Portsmouth, Virginia, as amended, for the <br />granting of a use permit as hereinafter-described; and <br /> <br /> WHEREAS, the applicant and the <br />done all things required to be done <br />application; and <br /> <br />Planning Director have <br />in connection with said <br /> <br /> WHEREAS, the Planning Commission has recommended <br />granting of said use permit, with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />City of Portsmouth, Virginia: <br /> <br /> the <br /> <br />the <br />That the use for which the use permit is sought: <br /> <br /> (a) Will not affect the health and safety of <br />persons residing or working in the neighborhood of the <br />proposed use; <br /> <br /> (b) Will not be detrimental to the public use or <br />injurious to the property or improvements in the <br />neighborhood; and <br /> <br /> (c) Will be in accord with the purposes of the <br />Zoning Chapter of the City Code. <br /> <br /> 2. The Bullock Corporation is hereby granted a use <br />permit pursuant to ~40-76 (b) of the Code of the City of <br />Portsmouth, Virginia, as amended, to operate a group home <br />for adults on property located on the north side of West <br />No~folk Road, such property being mo=e particularly <br />described as follows: <br /> <br />UP-87-15 <br /> <br /> BEGINNING at the northeastern <br />right-of-way intersection of Cedar Lane and <br />West Norfolk Road; thence S 45° 27' 25" E, a <br />distance of 98.09', to the point on the <br />northern right-of-way of West N~rfotk Road; <br />thence along the northern right-of-way of West <br />No~folk Road N 74~ 45' 05" E, a distance of <br />197.93' to the True Point of Beginning; thence <br />N 2° 16' 21" W, a distance of 344.66', to a <br />point; thence N 89° 17' 33" E, a distance of <br />241.19', to ~ point; thence S 1° 12' 27" W, a <br />distance of 299.58', to a point on the <br /> <br /> <br />
