81 A RESOLUTION GRANTING A USE PERMIT TO THE PORTSMOUTH COMMUNITY SERVICES BOARD TO OPERATE A GROUP RESIDENCE FOR SUBSTANCE ABUSE REHABILITATION AND TREATMENT AT 1000 GREEN STREET. WHEREAS, David M. Norman, Executive Director, Portsmouth Community Services Board, has made application pursuant ro ~40-121 (a) of the Code of the City of Portsmouth, Virginia, as amended, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the done all things required to be done application; and Planning Director have in connection with said WHEREAS, the Planning CommissIon has recommended the granting of said use permit, with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: persons proposed use; (a) Will not affect the health and safety of residing or working in the neighborhood of the (b) injurious to neIghborhood; will not be detrimental to the public the property or improvements in the and use or (c) will be in accord with the purposes of the Zoning Chapter of the City Code. 2. The Portsmouth CommUnity Services Board is hereby granted a use permit pursuant to ~40-121 (a) (i) of the Code of the City of Portsmouth, Virginia to operate a group home for adults for thirty-two (32) residents for substance abuse rehabilitation and treatment at 1000 Green Street (UP-85-27). 3. This use permit is approved subject to the following conditions: (a) Occupancy is limited to thirty-two (32) residents unless the building and fire officials determine a smaller number is required. (b) Off-street parking must be Drovided to accommodate the staff of the facility.
