inspection by the duly authorized aqent of the City of <br />Portsmouth at reasonable times during normal business hours. <br />The duly authorized agent of the City of Portsmouth shall have <br />the right, powe~ and authority to make copies thereof. <br /> <br /> (e) The United States of America, the Commonwealth of <br />Virginia and political subdivisions, agencies, boards, <br />commissions and authorities of the United States and the <br />Commonwealth of Virginia a~e hereby exempt from payment of the <br />tax imposed by this section. <br /> <br /> (f) This tax shall not apply to any local telephone <br />service where a periodic bill is not rendered. <br /> <br /> (g) Whenever the tax imposed by this section is <br />collected by the seller acting as a tax collecting agency for <br />the City of Portsmouth in accordance with this section, such <br />seller shall be allowed as compensation for the collection and <br />remittance of this tax three per cent (3%) of the amount of <br />the tax due and accounted for.
