6. Submit a certificate evidencing comprehensive <br />general liability insurance, including products/completed <br />operations liability insurance, naming the City of <br />Portsmouth as an additional insured. The coverage shall <br />provide for a minimum liability of $500,000 for personal <br />injury and property damage. The City Attorney shall review <br />for approval the certificate of insurance establishing <br />same. <br /> <br /> (c) Ail applications for a permit shall be referred <br />to the Downtown Design Committee for issuance or denial of <br />a Certificate of Compliance regarding an applicant's mobile <br />vending unit and related signs, if any. <br /> <br />Section 32-128, Issuance. <br /> <br /> After the filing of a completed application for a <br />permit and upon compliance by the applicant with all <br />requirements, the City Manager shall, and is authorized to, <br />issue a permit. Such permits shall be valid for one <br />calendar year and all permits, regardless of when issued, <br />shall expire on December 31st of each year. In the event <br />two or more applications for the same location are <br />received. The earliest application, if approved, shall be <br />allowed to use the location. The permit shall be issued in <br />the name of the applicant and shall not be transferable to <br />any other person. Upon denial of the application, the <br />applicant shall be so notified. <br /> <br /> 2.
