(a) The City shall determine or confirm that the road improvements were substantially generated and reasonably required by the construction or improvement of the ~ubdivision or development, and shall determine or confirm the cost thereof, on the basis of a study or studie~ conducted by qualified traffic engineers and approved and accepted Dy the subdivider. (b) The City shall prepare, or cause to be prepared, a report accepted and approved by the subdivider, indicating the governmental services required to be furnished to the subdivision or development and an during which the reimbursement i~ to be made to the subdivider. (c) The City may make annual reimbursements to the subdivider from funds made ~vailabte for such purpose from time to time including, Out mot limited so, real improvements on the property included in the subdivision in amounts equal to the amoun~ by which such real estate taxes exceed the annual cost of providing reasoD~ble and necessary governmental services To such subdivision or development.
