AN ORDINANCE TO AMEND SECTION 11-129 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, BY ADDING THERETO SUBSECTION 16 <br />PERTAINING TO EXEMPTIONS FROM THE REQUIRED USE OF SEALED <br />BIDDING OR COMPETITIVE NEGOTIA%ION. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Vir§inia: <br /> <br /> 1. That ~11-129 of the Code of th~ City of Portsmouth, <br />Virginia be amended by adding thereto subsection 16 co read as <br />follows: <br /> <br />Section 11-129. Exemption from the required use of sealed <br /> bidding for competitive negotiation. <br /> <br /> 16. The purchase and goods for services for legislative <br />activities of the City Council may be exempt from the <br />requirement of sealed bids or competitive negotiation. Such <br />exemption shall be made in writing by the City Clerk prior to <br />the purchase and kept on file in the Offices of the City Clerk <br />and the Purchasing Agent. <br /> <br /> 2.
