57 <br /> <br />A RESOLUTION GRANTING A SPECIAL EXCEPTION TO WILLIAM AND <br />BONNIE SKILLMAN FOR PROPERTY AT 401 MOUNT VERNON AVENUE AND AT <br />2721 AND 2723 DETROIT STREET FOR OFF-STREET PARKING IN THE <br />PORT NORFOLK HISTORIC LIMITED BUSINESS SUBDISTRICT. <br /> <br /> WHEREAS, William and Bonnie Skillman have made <br />application for the granting of a special exception to the <br />off-street parking requirements for property at 401 Mount <br />Vernon Avenue and property at 2721 and 2723 Detroit Street <br />pursuant to ~40-t02 (I) (2) in the Port Norfolk Historic <br />Limited Business Subdistrict; and <br /> <br /> WHEREAS, the applicant and the Planning Director have <br />done all things required to be done in connection with said <br />application; and <br /> <br /> WHEREAS, the Planning Commission has made a <br />recommendation for the granting of a special exception <br />off-street parking requirements. <br /> <br />to the <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br />1. That the special exception to be granted: <br /> <br /> (a) Will not adversely affect the health and safety <br />of persons residing or working in the neighborhood; <br /> <br /> (b) Will not be detrimental to the <br />injurious to the property or improvements in <br />and <br /> <br />public use or <br />the neighborhood; <br /> <br /> (c) Will be in accord with the purposes and <br />objectives of the Port Norfolk .Historic Limited Business <br />Subdistrict and the Zoning Chapter of the Code of the City of <br />Portsmouth, Virginia. <br /> <br /> 2. William and Bonnie Skillman are hereby granted a <br />special exception to the off-street parking requirements in <br />the Port Norfolk Historic Limited Business Subdistrict as <br />provided for In §40-102 (I) (2) for the property at 401 Mount <br />Vernon Avenue and 2721 and 2723 Detroit Street by the granting <br />of a waiver for nine (9) required on-site parking spaces, such <br />special exception being approved subject to the following <br />condition: <br /> <br /> (a) The use of the property shall be limited to a <br />bakery/delicatessen and ice cream parlor with a maximum of six <br /> <br /> <br />
