54 A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE CITY OF PORTSMOUTH %O THE FURTHER EXPANSION OR PROLONGATION OF CRANEY ISLAND AS A DISPOSAL AREA; ENDORSING THE CONCEPT OF HOUSE JOINT RESOLUTION 163. WHEREAS, the 1988 session of the Virginia General Assembly adopted House Joint Resolution 163 memorializing the ~ Congress of the United States and the United States Army Corps of Engineers to develop recommendations regarding alternatives to the expansion of Craney Island as a disposal area and to expedite the availability of this land for development purposes; and WHEREAS, the Council of the City of Portsmouth has steadfastly expressed its opposition to the expansion or unnecessary prolongation of the Craney Island disposal area; and WHEREAS, the Council of the City of Portsmouth is further committed to assure that Craney Island is developed in a manner compatible with existing residential property in close proximity thereto; and WHEREAS, appropriate development of the Craney Island area would enhance and strengthen the State and local economy and expand the tax base of the City of Portsmouth. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby expresses its opposition to the further expansion or prolongation of Craney Island as a disposal area. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby endorses the concept of House Joint Resolution 163 that alternatives to the use of Craney Island as a disposal area be developed and that its availability for development purposes be expedited. BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward copies of this resolution to the Virginia Delegation to the United States Congress, the Governor of Virginia, the Portsmouth Delegation to the General Assembly of Virginia, and the United States Army Corps of Engineers.
