54 <br /> <br />A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH %O THE FURTHER EXPANSION OR PROLONGATION OF <br />CRANEY ISLAND AS A DISPOSAL AREA; ENDORSING THE CONCEPT OF <br />HOUSE JOINT RESOLUTION 163. <br /> <br /> WHEREAS, the 1988 session of the Virginia General <br />Assembly adopted House Joint Resolution 163 memorializing the ~ <br />Congress of the United States and the United States Army Corps <br />of Engineers to develop recommendations regarding alternatives <br />to the expansion of Craney Island as a disposal area and to <br />expedite the availability of this land for development <br />purposes; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />steadfastly expressed its opposition to the expansion or <br />unnecessary prolongation of the Craney Island disposal area; <br />and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is further <br />committed to assure that Craney Island is developed in a <br />manner compatible with existing residential property in close <br />proximity thereto; and <br /> <br /> WHEREAS, appropriate development of the Craney Island <br />area would enhance and strengthen the State and local economy <br />and expand the tax base of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that it hereby expresses its <br />opposition to the further expansion or prolongation of Craney <br />Island as a disposal area. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth hereby endorses the concept of House Joint <br />Resolution 163 that alternatives to the use of Craney Island <br />as a disposal area be developed and that its availability for <br />development purposes be expedited. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward copies of this resolution to <br />the Virginia Delegation to the United States Congress, the <br />Governor of Virginia, the Portsmouth Delegation to the General <br />Assembly of Virginia, and the United States Army Corps of <br />Engineers. <br /> <br /> <br />
