45 <br /> <br />A RESOLUTION PROVIDING FOR THE EXPANSION OF THE RENTAL <br />REHABILITATION PROGRAM OF THE CITY OF PORTSMOUTH TO INCLUDE <br />COUNTRY VILLAGE APARTMENTS. <br /> <br /> WHEREAS, the City of Portsmouth currently administers a <br />Rental Rehabilitation Program within the City; and <br /> <br /> WHEREAS, Brighton, a portion of Cradock, Park View, <br />Prentis Park, and Truxtun are currently eligible for funding; <br />and <br /> <br /> ~[HEREAS, the specific objectives of the Program are as <br />follows: <br /> <br /> (a) To improve the standard of housing currently <br />occupied by lower income renters in targeted areas; <br /> <br /> (b) To eliminate blight and blighting influences within <br />the targeted areas; <br /> <br /> (c) To maximize the efficiency of the application of <br />public funds assisting rehabilitation; and <br /> <br /> WHEREAS, these objectives have provided the framework for <br />the City's Rental Rehabilitation Program; and <br /> <br /> WHEREAS, the Country Village Apartments have been <br />identified as an area in need of rehabilitation; and <br /> <br /> WHEREAS, <br />Turnpike Road, <br />and the Maple <br /> <br />the Country Village Apartments are bounded by <br />nhe Seaboard Railroad right-of-way, Gum Street <br />Shade community; and <br /> <br /> WHEREAS, the Program is~pr~marily designed to promote <br />rehabilitation of occupied rental housing and to provide <br />landlords with financial incentives to rehabilitate such <br />structures; and <br /> <br />the <br /> <br /> WHEREAS, The U. S. Department of Housing <br />Development provides financial assistance in <br />deferred payment loan. <br /> <br />and Urban <br />the form of a <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City's Rental <br />Rehabilitation Program be expanded to include Country Village <br />Apartments. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held June 27, 1989. <br /> <br />Tes te: <br /> <br />City Clerk <br /> <br /> <br />
