41 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN <br />APPLICATION TO THE DEPARTMENT OF CONSERVATION AND HISTORIC <br />RESOURCES, DIVISION OF PARKS AND RECREATION FOR LAND AND WATER <br />CONSERVATION FUNDS FOR THE CONTINUED DEVELOPMENT OF CITY PARK. <br /> <br /> WHEREAS, the Virginia Department of Conservation and <br />Historic Resources, Division of Parks and Recreation provides <br />funds to assist political subdivisions of the Commonwealth of <br />Virginia in acquiring and developing open space and park <br />lands; and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a <br />grant application to the Department of Conservation and <br />Historic Resources, Division of Parks and Recreation for land <br />and water conservation funds for the continued development of <br />City Park; and <br /> <br /> WHEREAS, there are urgent needs within the City to <br />develop park land, and City Park is deemed of high development <br />priority by the City Council; and <br /> <br /> WHEREAS, in order to attain funding assistance from the <br />Virginia Department of Conservation and Historic Resources, <br />Division of Parks and Recreation, it is necessary that the <br />City Council guarantee a proportionate share of the cost <br />thereof, and that the project is to be funded fifty percent <br />(50%) by the Virginia Department of Conservation and Historic <br />Resources, Division of Parks and Recreation and fifty percent <br />(50%) by the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth that the Council does hereby endorse the <br />application to be submitted to the Department of Conservation <br />and Historic Resources, Division of Parks and Recreation for <br />Land and Water Conservation Funds for the continued <br />development of City Park and gives its assurances that the <br />funds needed as the proportionate share of the costs of the <br />approved project will be provided up to one hundred twenty <br />thousand five hundred thirty-five and 00/100 ($120,535.00) and <br />that the general provisions of the Land and Water Conservation <br />Fund and Virginia Outdoors Fund Fiscal Procedures as well as <br />all other applicable state and federal regulations governing <br />such expenditures of funds will be complied within the <br />administration of this project. <br /> <br /> BE IT FURTHER RESOLVED that the National Park Service, <br />the United States Department of Interior, and the Department <br />of Conservation and Historic Resources, Division of Parks and <br />Recreation is respectfully requested to assist in the prompt <br />approval and funding of this project in order to enhance the <br />standard of recreational enjoyment of all our citizenry. <br /> <br /> <br />
