40 <br /> <br />A RESOLUTION ENDORSING THE CLEAN COMMUNITY PROGRAM OF THE CITY <br />OF PORTSMOUTH BEAUTIFICATION AND CLEAN COMMUNITY COMMISSION; <br />AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR <br />FUNDING. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia <br />recognized the exIstence of a litter problem within the <br />boundaries of the City and has created the Beautification and <br />Clean Community Commission to assist with litter control and <br />recycling; and <br /> <br /> WHEREAS, the Virginia Waste Management Act provides, <br />through the Department of Waste Management, Division of Litter <br />Control and Recycling, for the allocation of public funds in <br />the form of grants for the purpose of enhancing local litter <br />control and recycling programs; and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a <br />grant application for funding for the Fiscal Year of 1990 <br />pursuant to the regulations governing the administration and <br />use of such funds, and has reviewed and considered the <br />regulations and applications covering administration and use <br />of said funds. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the Council does hereby endorse <br />the Clean Community Program of the Beautification and Clean <br />Community Commission for the City of Portsmouth, Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the Council for the City of <br />Portsmouth authorizes.the City Manager to plan, budget, and <br />apply for a Grant which, if approved, will be used to fund <br />said program and hereby requests the Department of Waste <br />Management, Division of Litter Control and Recycling, to <br />consider and approve the application and program, said program <br />being in accord with the regulations governing the use and <br />expenditure of such funds. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held May 9, 1989. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
