A RESOLUTION GRANTING A USE PERMIT' TO THE PARC, INC., TO OPERATE A TEMPHRARY RESIDENCE FACILITY AT THE DALE HOMES RECREATION CENTER AT 1900 COLUMBUS AVENUE. WHEREAS, the Council of the City of Portsmouth, Virginia, at a meeting held January 14, 1986, adopted a Resolution granting a use permit to the Portsmouth Area Resource Coalition, Inc., to operate a temporary residence facility at the Dale Homes Recreation Center at 1900 Columbus Avenue; and WHEREAS, the Council of the City of Portsmouth, Virginia, at a meeting held January 12, 1988, adopted a Resolution for the renewal of the use permit issued in 1986 and for the granting of a new use permit (UP-87-24) to operate a temporary residence facility for 21 residents in the Dale Homes Recreation Center at 1900 Columbus Avenue; and WHEREAS, the Council of the City of Portsmouth, Virginia, at a meeting held November 22, 1988, adopted a Resolution granting a new use permit (UP-88-14) to operate a temporary residence facility for 25 residents in the Dale Homes Recreation Center at 1900 Columbus Avenue; and WHEREAS, Katura Carey Harvey has made application requesting an increase in the capacity of the shelter; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the~Planning Commission has recommended the granting of a rev~sed~use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia; 1. That the use for which the use permit is sought: (a) Will not affect the health and safety of persons residing or working in the neighborhood of the proposed use; --(b) ~Wilt not be detrimental to the public use injurious to the property and improvements in the neighborhood; and or (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code.
