such nature that it may be lawfully effected without a permit <br />from the Building Official provisions of this Article to the <br />contrary notwithstanding, nor to prevent any repair, <br />maintenance, painting, demolition, or alteration of any such <br />feature which the Building Inspector shall certify to be <br />required by the public safety because of any unsafe or <br />dangerous condition. <br /> <br /> (d) The Committee shall not consider detailed designs, <br />interior arrangements or features of a building or structure <br />which are not subject to public view from a ~ublic street, <br />public way or other public place, and shall not make any <br />requirements except for the purpose of preventing developments <br />incongruous to the historic aspects of the surroundings and <br />the Downtown Districts. <br /> <br /> 2. That Chapter 40 of the Code of the City of <br />Portsmouth, 1973, be amended by adding thereto ~40-288.1: <br /> <br />Section 40-288.1.
