AN ORDINANCE TO APPROPRIATE $78,867. FROM THE PUBLIC UTILITY <br />CAPITAL IMPROVEMENT FUND FOR REPAIRS TO THE EFFINGHAM ELEVATED <br />WATER TANK. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that the sum of Seventy-Eight Thousand Eight Hundred <br />Sixty-Seven and 00/100 ($78,867.)
